ADVICE-40-004-03 Update: Labeling Chip and Fiber Products

FSC has issued an Advice Update to make it easier for Chain-of-Custody Certificate Holders to implement the transitory requirement of labeling registered chip and fiber products with a minimum of 50% FSC inputs until Dec 31, 2015.


Certificate holders who operate under the percentage system and plan to label these products shall submit a registration form to their certification body by March 31, 2011 that includes:

  • A list of product groups that contain currently labeled products meeting the 50% threshold, using the template provided in the directive, and
  • Copies of sales invoices for the registered products in each product group as evidence that these specific products have been commercially produced.

Certificate holders who operate under the transfer system and plan to label these products are given two options to apply the FSC label to these products:

  • Sales & Delivery documents issued by the supplier with a claim of “registered” (e.g.: FSC-Mixed 50% registered), or
  • Evidence provided to their certification body that the product received carried the FSC on-product label (e.g.: photographs of labeled packaging).

As of April 1, 2011, the minimum labeling threshold of FSC inputs for non-registered products is 70%.
